On 24 January 2025, the Cour des comptes (French Court of Audit) published a thematic public report titled "Coastal Planning in the Mediterranean: Addressing Marine and Flood Risks". This report is the result of an investigation conducted by the regional audit courts of Provence-Alpes-Côte d'Azur, Occitanie, and Corsica. It highlights the challenges faced by the French Mediterranean coast, home to nearly 3.3 million inhabitants, and under significant socio-environmental pressures.
Among the key findings, the Court assesses local capacity for adapted intervention in the short, medium and long term and emphasises the impact of anthropisation and climate change aggravating flood and submersion risks in the area.
Also highlighted is the importance of coastal risk prevention plans, which were strengthened and updated following Storm Xynthia in 2010. However, the report identifies ongoing challenges in implementing these plans particularly due to the compromises made in favour of development projects, and the lack of quantified objectives of the regional planning documents covering overexposure to risks in the Mediterranean coastline.
An additional note is made regarding insufficient considerations of environmental damage-associated compensation as well as material and economic impact.
